This position leads the implementation, administration and coordination of the DOC’s TIFM (Total Infrastructure and Facility Management) System and Facility Condition Audits to ensure complete facility management. Systems used include Archibus; AutoCAD; Buildings, Benchmarking and Beyond (B3); re-TRAC; SWIFT; SharePoint; and other data sources/software contributing to the DOC’s operational efficiency, delivery of services, and to implement legislative mandates. The incumbent serves as the DOC’s business expert application owner with the statewide Real Poperty and B3 effort – intended to maintain web-based, enterprise-wide applications that meets the needs of the DOC and serves to provide management reporting across the State system.
Responsibilities include but are not limited to:
– Provide direction and coordination within the Facilities Division, the department and externally in support of the Department of Corrections mission, strategic goals and the TIFM effort.
-Lead the administration, analysis and coordination of the DOC’s TIFM systems and facility condition audits.
-Provide management and direction in the development of both standard periodic reports and customized data reporting so that manager and stakeholders have access to necessary information on an as needed basis and data is available for analysis purposes.
-Conduct training with appropriate staff. Develop training materials so that all affected staff understands the process, workflow and their responsibilities while using the required forms and/or software systems.
-Actively seek and participate in professional development, so that technical and management skills are maintained and enhanced.
The following qualifications are required of all applicants seeking consideration for this position:
EXPERIENCE AND EDUCATION:
-Three years of advanced-professional level experience providing administration and technical support of a facilities management software system (e.g. Archibus) and additional experience in areas such as administering energy, environmental, and/or sustainability programs within an organization.
-Completion of a Master’s degree in Facilities Management, Environmental Science, Architecture or related field plus two years of advanced-professional level experience providing administration and technical support of a facilities management software system (e.g. Archibus) and additional experience in areas such as administering energy, environmental, and/or sustainability programs within an organization.
Applicants who meet the experience/education requirements listed above will be further assessed based on the following:
-Knowledge of building equipment systems and their operations.
-Knowledge of database systems.
-Skill in summarizing and explaining results of the analysis orally or in writing, to provide management with information necessary for decision-making and long-range organizational or systems planning.
-Skills in working with AutoCAD, Archibus software, or similar.
-Computer skills and knowledge of software applications, such as Microsoft Office and Excel, sufficient to create documents, reports and spreadsheets.
-Ability to appraise and evaluate problems of a procedural nature.
-Ability to analyze and interpret large and complex data sets, and use analysis to make sound recommendations for program direction.
-Ability to manage time sufficient to meet deadlines and assume increased responsibility to multi-task and prioritize with limited direction.
-Oral communication skills sufficient to make presentations to groups; effectively communicate with individuals; and effectively communicate complex business requirements and solutions to both the user and information technology staff.
-Human relation skills sufficient to work on a team and participate in team activities.
-Written communication skills sufficient to write reports and audits that describe, promote or justify issues.
